- Create some rectengular selections.
- Go to Select > Modify > Smooth (9).
- Select > Modify > Feather (6).
- Fill them with white color Opacity 12-18%.
- Draw star using Line Tool and Motion Blur.
- Draw fog using soft translucent shape dynamic brush.
- Create a new layer, fill it with linear black/transparent gradient. Choose Multiply Blending Mode, Opacity 35%.
- Add Vector Mask and clarify some parts applying a soft brush to Vector Mask.
