I used the image of a dummy for creation of the ghost.
- Paste it into the new layer, transform it ( Free Transform and Perspective Transform).
- Change Opacity of the layer to 30-50%, change Blanding Mode for the layer to Screen!
- Filter > Sketch > Chrome.
- Filter > Artistic > Neon Glow.
- Duplicate the layer with the ghost.
